In order to lead, you must know where to go.  In today’s Civil Engineering that means being actively engaged in the constantly evolving regulatory environment.  Projects take years to design and develop.  Regulations can become reality in a matter of months.  It takes committed leadership to do the work of design, among the moving regulations.

We are lead by Dan S. Biggs – a licensed Professional Civil Engineer (California) with over 30 years of experience in the site design of residential, commercial and industrial projects.  He is a Certified Floodplain Manager (a National certification), and a Qualified SWPPP Developer (a California Stormwater Design certification) and a Qualified SWPPP Practitioner (California).  He maintains a cutting-edge understanding of the evolving regulatory environment through active participation in professional “task forces”.  He serves on the Stormwater Advisory Committee of the San Diego Building Industry Association, and the Stormwater Technical Committee of the American Public Works Association and American Society of Civil Engineers, for Southern California.
